Recently, the U.S. Departments of Health and Human Services (HHS), Treasury, and Labor approved a rule that will require health plans and health insurers to be more transparent about costs to health plan members.
The goal of this legislation, known as the “transparency rule,” is to eliminate surprise medical bills. This includes disclosing member cost-sharing information (your cost for services), the rates the health plan negotiates for services with in-network providers, and the total amounts that will be covered by the plan when you see out-of-network providers.
While the legislation won’t be effective until January 1, 2022, as a UC PPO plan member, you already have access to cost estimate and transparency tools through the Sydney Health app.

- Register and log in to the Sydney app.
- From the home screen, select Find Care, then Find Local Providers.
- Start typing the procedure name (for example, “Chest X-ray”) into the search bar
- View providers near you and estimated costs.
